I’m off to La Paz, Bolivia in a few hours to participate in a conference on regional security. I hope to post from there, but it is unlikely that anything new will appear on the blog before Thursday. Thanks for your patience.

    Thanks Jaime, it was that and a couple of other things (my love-hate relationship with CSS continues). I just got it looking ok on my phone and laptop here @ the airport. Hope it looks OK in firefox 3.

    Personally though, I think that even when the figures showed decreasing cultivation (actual or perceived, since there are yet more methodological changes being added to the mix, making direct comparisons with previous data of limited use), the result was and continues to still be the same: this isn’t working.

    Chris: The site is certainly interesting, and so is the document, but I’d rather read it all first.

    For what it’s worth, I’d just like to call attention to the predicament which the concejales en Carmen del Rio (near Cartagena) are facing.

    The concejales are facing renewed death threats from an Aguilas Negras group and El Tiempo ran a small article on it but left out a very important part of the story.

    If you read the small local paper (El Heraldo) you get the rest of the story: the concejales rejected the mayor’s Development Plan and the mayor is furious with them–to the point where there is no communication between the two offices and the concejales are requesting that the mayor be subjected to a psychological examination.

    The tone of the concejales, as portrayed in El Heraldo, is moderate and reserved. Apparently they rejected the mayor’s Development Plan because it was truly pathetic and set forth no serious plan for the community, many of whom are living in tents along the side of a river bank that is gradually crumbling into the river.

    I admit I’m reading between the lines but I think it’s fairly evident that the mayor’s plan was another case of a corrupt mayor going through the bureaucratic motions to get funds that the mayor and his buddies would then graft, and I think it is fair to conclude that he is behind this new round of death threats coming from the Aguilas Negras.

    Think what you will, just wanted to call attention to that situation, which is reaching a crisis point.
